It faces much steeper odds if it gets to the Senate, though.<\/p>\n<p>Speaking during a brief debate, committee Chair James Comer (R-Kentucky), who introduced the measure, said it would benefit residents and businesses and make the city more economically vibrant.<\/p><p>\u201cRadical D.C. Democrats want to solve their spending problem by reaching deeper into taxpayers\u2019 pockets and driving further on the path to socialism,\u201d he said. \u201cActions like these only serve to hurt small businesses and the District\u2019s already vulnerable residents. Democrats,\u201d he said.<\/p><p>Lewis George has said D.C. should consider raising taxes on certain businesses and wealthy residents to collect new revenue as the city faces a sluggish economy, and the D.C. Council is expected to hold a hearing in the fall on possible revenue-raising options. Comer and other Republicans said Wednesday that city lawmakers should instead focus on cutting spending.<\/p><p>But congressional Democrats and city officials alike pushed back on Comer\u2019s bill, calling it an unnecessary and unwelcome intrusion into plainly local affairs.<\/p>\n<p>\u201cD.C.\u2019s locally elected leaders are accountable to D.C. residents, and local leaders should be empowered to address local matters without congressional interference,\u201d said Rep. Robert Garcia (D-California). \u201cIf Donald Trump or congressional Republicans want to run D.C., they should run for mayor and D.C. Council.\u201d<\/p><p>Congress has a significant amount of say in D.C.\u2019s local affairs. Every bill passed by the council undergoes a 30-day review on Capitol Hill (or 60 days when a bill changes criminal law), during which time members of Congress have the power to stop any measure from becoming law. That has happened rarely since D.C. gained home rule more than 50 years ago, though more recently, Republicans have increasingly wielded the power \u2014 including a 2023 vote that <span><u>rejected a sweeping rewrite<\/u><\/span> of the city\u2019s criminal code.<\/p><p>But city officials warned that Comer\u2019s bill would effectively flip the existing process on its head, allowing council bills touching on taxes or fees to become law only if Congress proactively approved them.<\/p><p>Read more <a href=\"https:\/\/modernhomejournals.com\/?p=1584\">Software Vendor Denies Responsibility for New Jersey Voter-Registration Error<\/a><\/p><p>\u201cThe bill would straightjacket the District because it would paralyze our tax code,\u201d Council Chair Phil Mendelson wrote in a letter to Comer, noting that D.C. Superior Court consistently faces a shortage of judges because confirmation votes are delayed in the Senate.<\/p><p>In her own statement, Mayor Muriel Bowser told Comer \u2014 with whom she has otherwise had a friendly relationship \u2014 that Congress could take other steps to help the city\u2019s economy, which has been hit by President Donald Trump\u2019s aggressive effort to trim the size of the federal workforce.<\/p><p>\u201cWhile the federal government should not touch the District\u2019s ability to raise and spend its local dollars, they can and should help us replace the economic activity lost through reductions to the federal workforce and a shrinking federal footprint,\u201d she wrote.<\/p>\n<p>Democrats on the House Oversight Committee, including Rep. Maxwell Frost (D-Florida), highlighted what they said was an inherent hypocrisy in the bill: Congress giving itself more responsibility over D.C. while facing persistent challenges passing an annual federal budget.<\/p><p>\u201cWe can\u2019t even pass our own bills. Now you want to add to that and pass the bills of D.C.?\u201d Frost asked. \u201cYou want to run the D.C. budget? Why don\u2019t we run our own budget?\u201d<\/p><p>While D.C. officials largely criticized Republicans for approving the bill, a second (and unexpected) target also emerged: DoorDash. Comer said during the debate that the food-delivery platform supported his bill, which DoorDash confirmed to NOTUS. John Horton, the platform\u2019s head of North American policy, said its decision was motivated by the council\u2019s recent <span><u>approval of a 20-cent fee<\/u><\/span> on all third-party deliveries in the city.<\/p><p>\u201cWe\u2019ve said from the start that taxes like this fall hardest on the people D.C. says it wants to protect, and nothing has changed.
