Rep. Christian Menefee entered Congress this year vowing to sell off his individual stock holdings. The Texas Democrat has advocated for banning members of Congress and their family members from trading individual stocks and has co-sponsored legislation<\/u><\/span> to that end.<\/p>\n

While he\u2019s made good on those promises, Menefee also just became the latest member of Congress to violate a federal financial transparency and insider trading law when he disclosed five stock sales weeks past a 45-day federal deadline, according to a NOTUS review of .<\/p>\n

Menefee blamed a technological hiccup for the STOCK Act snafu.<\/p>\n

\u201cThis reporting issue was not an effort to hide anything. Quite the opposite,\u201d Menefee told NOTUS. \u201cI disclosed the transactions, completed the reports and believed they had been submitted. As a brand-new member still learning the filing system, I mistakenly left the reports in draft status instead of hitting the final submit button. As soon as I realized what happened, I immediately filed the reports and notified the [House] Ethics Committee.\u201d<\/p>\n

The late disclosures include stock in Berkshire Hathaway and Pinterest together worth from $47,005 to $180,000. (Federal lawmakers are only required to disclose the values of their stock trades in broad ranges.) Menefee\u2019s wife, Kaitlyn, receives restricted stock units on a quarterly basis as part of her compensation as a Pinterest employee, and the Menefees sell this stock within a week of the stock units vesting and being eligible for sale, the congressman explained.<\/p>\n

The House Ethics Committee\u2019s STOCK Act states that members of Congress are \u201cpersonally responsible for incomplete and inaccurate information\u201d related to their financial disclosure reports. The standard fine for a first-time STOCK Act violation is $200.<\/p>\n

Menefee said he contacted the House Ethics Committee on Monday night and \u201cexplained the circumstances surrounding the inadvertent filing mistake and submitted a request for a waiver of the associated late filing fee.\u201d<\/p>\n

Menefee said the \u201cprocess is currently ongoing. \u2026 If the waiver is denied, I will pay the applicable fee.\u201dDuring the past 12 months, more than two dozen federal lawmakers have reportedly violated the STOCK Act, including then-Sen. Markwayne Mullin<\/u><\/span> of Oklahoma and Sens. Katie Britt<\/u><\/span> of Alabama, Susan Collins<\/u><\/span> of Maine, John Hickenlooper<\/u><\/span> of Colorado, Mike Rounds<\/u><\/span> of South Dakota and John Fetterman<\/u><\/span> of Pennsylvania.<\/p>\n

In the House, STOCK Act violators include Reps. Linda S\u00e1nchez<\/u><\/span> of California, Julia Letlow<\/u><\/span> of Louisiana, Jim Jordan<\/u><\/span> of Ohio, Lisa McClain<\/u><\/span> of Michigan, Pat Ryan<\/u><\/span> of New York, Sheri Biggs<\/u><\/span> of South Carolina, Donald Norcross<\/u><\/span> of New Jersey, Rich McCormick<\/u><\/span> of Georgia, Ritchie Torres<\/u><\/span> of New York, Troy Nehls<\/u><\/span> of Texas, Dan Meuser<\/u><\/span> of Pennsylvania, Jonathan Jackson<\/u><\/span> of Illinois, George Whitesides<\/u><\/span> of California, Val Hoyle<\/u><\/span> of Oregon, Austin Scott<\/u><\/span> of Georgia, Shri Thanedar<\/u><\/span> of Michigan, Debbie Wasserman Schultz<\/u><\/span> of Florida, Pramila Jayapal<\/u><\/span> of Washington state, Kelly Morrison<\/u><\/span> of Minnesota, Ed Case<\/u><\/span> of Hawaii and Scott Franklin<\/u><\/span> of Florida. Rep. Kevin Hern<\/u><\/span> of Oklahoma was also late, although his office denies it.<\/p>\n

Other members \u2014 such as Reps. Cleo Fields<\/u><\/span> of Louisiana, Dave Taylor<\/u><\/span> of Ohio, Tim Moore<\/u><\/span> of North Carolina and Byron Donalds<\/u><\/span> of Florida \u2014 have reported making personal financial trades with notably political timing.<\/p>\n

Earlier this month, President Donald Trump also disclosed making thousands of individual stock trades<\/u><\/span> together worth millions of dollars during early 2026. Some of Trump\u2019s trades coincided with favorable regulatory decisions affecting the companies in which the president invested. Trump also invested in companies that have massive contracts with the federal government.<\/p>\n

In February, Menefee won<\/u><\/span> Texas\u2019 Houston-centered 18th Congressional District seat in a special election to replace Rep. Sylvester Turner, who died in office last year. In May, Menefee defeated<\/u><\/span> long-time Rep. Al Green in a primary runoff<\/u><\/span> to win the Democratic nomination in a redrawn 18th District.<\/p>\n

Menefee said he no longer owns any individual stocks and will continue advocating for a ban on congressional stock trading.<\/p>\n

\u201cPublic service should be about serving the people you represent, not managing a stock portfolio,\u201d he said.<\/p>\n
