{"id":2064,"date":"2026-07-31T09:37:55","date_gmt":"2026-07-31T09:37:55","guid":{"rendered":"https:\/\/modernhomejournals.com\/?p=2064"},"modified":"2026-07-31T09:37:55","modified_gmt":"2026-07-31T09:37:55","slug":"tech-companies-are-rejecting-trumps-proposed-woke-ai-ban","status":"publish","type":"post","link":"https:\/\/modernhomejournals.com\/?p=2064","title":{"rendered":"Tech Companies Are Rejecting Trump\u2019s Proposed \u2018Woke\u2019 AI Ban"},"content":{"rendered":"<div>\n<div>\n<\/div>\n<div>\n<p>The Trump administration is in the middle of finding out that it\u2019s very hard \u2014 maybe even impossible \u2014 to regulate perceived \u201cwokeness\u201d in artificial intelligence.<\/p><p>Read more <a href=\"https:\/\/modernhomejournals.com\/?p=2061\">How Lindsey Graham and Mark Sanford\u2019s Friendship Defined 30 Years of Republican Politics<\/a><\/p><p>The government\u2019s main procurement agency is a year into trying to translate President Donald Trump\u2019s <span><u>ban<\/u><\/span> on \u201cwoke\u201d AI into contracting language, and technology companies are pouring out in opposition to what they\u2019ve come up with.<\/p>\n<p>The General Services Administration has formally proposed requiring companies to adhere to a broad list of \u201cunbiased AI principles\u201d in the systems they sell to the government, including \u201chistorical accuracy\u201d and neutrality.<\/p><p>One trade group of software companies, including many government contractors, the Business Software Alliance, called the proposal \u201cinfeasible\u201d in a  submitted to the General Services Administration. I think that\u2019s one of the harder things.\u201d<\/p><p>This is the GSA\u2019s second attempt at drafting contracting language for AI. The  required contractors to make \u201ccommercial efforts\u201d to ensure that their systems comply with the administration\u2019s principles.<\/p><p>The newer draft simply requires that systems be unbiased.<\/p><p>Large language models need to be \u201ctruthful in responding to user prompts seeking factual information or analysis,\u201d the most recent draft reads.<\/p><p>\u201cThe LLM must prioritize historical accuracy, scientific inquiry, and objectivity and must acknowledge uncertainty where reliable information is incomplete or contradictory,\u201d the proposal says. \u201cThe LLM must be a neutral, nonpartisan tool that does not manipulate responses in favor of ideological dogmas.\u201d<\/p><p>Guaranteeing factual accuracy of AI systems is not technically possible, the Business Software Alliance says \u2014 \u201cthey are inherently probabilistic\u201d \u2014 and being \u201cnonpartisan\u201d isn\u2019t specific enough to be rendered technically, the group wrote.<\/p>\n<p>\u201cCompliance with the proposed clauses could result in reduced performance and lower accuracy, which could itself result in biased outcomes, subjecting the government to legal liability,\u201d the Business Software Alliance\u2019s comment reads.<\/p><p>The Information Technology Industry Council \u2014 another global tech trade association and advocacy group whose members include Google and OpenAI \u2014 is asking the administration to drop its requirement for \u201cunbiased AI\u201d altogether, Megan Petersen, the group\u2019s counsel and senior vice president of public sector policy, told NOTUS.<\/p><p>\u201cWithout clear definitions and transparent compliance benchmarks, contractors will be held to an impossible performance standard,\u201d Petersen said, noting that these requirements are also supposed to flow down throughout the LLM supply chain, which could further amplify this uncertainty.<\/p><p>\u201cITI is concerned that GSA\u2019s language will discourage innovative commercial companies from doing business with the U.S. government altogether,\u201d she said.<\/p><p>Joel Thayer, a senior fellow for AI and emerging technology policy at the America First Policy Institute, a right-wing think tank, told NOTUS that the government is \u201cjust laying out the ground rules ahead of time.\u201d<\/p><p>Read more <a href=\"https:\/\/modernhomejournals.com\/?p=2057\">Trump Announces Deal for \u2018Complete Disarmament\u2019 of Hamas<\/a><\/p><p>\u201cSorry, but spare me,\u201d he said when asked about the contractors\u2019 concerns over the ambiguity of the proposed GSA language. \u201cI don\u2019t buy it at all. I think they totally understand what the contract means.\u201d<\/p>\n<p>\u201cIf I were to consult a textbook, would I get the same information that I would get from an AI?\u201d he asked. \u201cOr am I getting information that is being contextualized in some way and formed in a way that is giving me a conclusion that may be true, may not be true?\u201d<\/p><p>Though, he said, where he will \u201ccredit\u201d the companies, is that \u201cthere should be some more discovery on\u201d how to enforce the government\u2019s terms that AI systems are neutral.<\/p><p>Michael Tammero, a GSA spokesperson, told NOTUS in a statement that \u201cGSA is in the process of establishing acquisition requirements to protect government data in LLM systems, and we welcome further stakeholder input on the rule\u201d when asked about the concerns.<\/p><p>The deadline to submit comments is Aug. 3.<\/p><p>The requirement that contractors ensure that their AI systems are unbiased is tucked inside of a broader <span><u>proposed rule<\/u><\/span> on AI acquisition that the administration posted in June. If finalized, the contract clause would shape the terms under which the entire federal government buys AI.<\/p><p>The proposal follows the high-profile dispute between the Trump administration and the AI company Anthropic, which Trump <span><u>called<\/u><\/span> a \u201cRADICAL LEFT, WOKE COMPANY\u201d for its request during contract negotiations with the Pentagon that its systems not be used to power fully autonomous weapons or mass domestic surveillance.<\/p>\n<p>Trump ordered agencies to stop using the Anthropic in February, at which point the Pentagon quickly designated the company as a supply chain risk. Lawsuits over the dispute are ongoing.<\/p><p>Now, the GSA\u2019s draft contracting language has the potential to affect the rest of the government\u2019s contracting base.<\/p><p>In addition to applying to contracts the GSA maintains for government-wide use, the proposal would also likely become a template for other agencies, too, as they try to convert administration  banning \u201cwoke\u201d AI models in the government into legal language, according to Tillipman.<\/p><p>Outside experts call it all a futile endeavor.<\/p><p>\u201cThis idea of building a system that\u2019s ideologically neutral \u2026 has no scientific basis or sense whatsoever,\u201d Suresh Venkatasubramanian, director of the Center for Technological Responsibility, Reimagination and Redesign who previously worked on AI policy for the Biden administration, said. \u201cThere is no such thing as unbiased AI.\u201d<\/p><p>That may be the point, he said.<\/p>\n<p>\u201cThe way these rules are set up is to create enough ambiguity and confusion so that the administration can exert power and control in whatever way they see without being able to get any pushback,\u201d he said. \u201cThe goal is to dictate how these companies operate.\u201d<\/p><p>Venkatasubramanian is also tracking a <span><u>proposed policy statement<\/u><\/span> that the Federal Trade Commission issued earlier this month, warning that AI companies could run afoul of the Federal Trade Commission Act\u2019s ban on unfair or deceptive business practices by steering the outputs of their AI systems, even if it\u2019s done to comply with a state law.<\/p><p>The FTC said that a company would \u201cabuse consumer trust\u201d if developers train AI systems to \u201ccorrect what the developer believes are \u2018historical injustices\u2019\u201d when the model responds to factual questions.<\/p><p>\u201cWhat we\u2019re seeing here is a series of relatively unprecedented actions being taken by the current administration in an effort to impose their political ideology, viewpoints and objectives on AI developers through a range of policy-level levers at their disposal,\u201d said Quinn Anex-Ries, a senior policy analyst at the Center for Democracy and Technology.<\/p><p>The result could shape consumer-facing AI, too.
