Michael Rulli failed to properly disclose 22 personal stock trades, according to a NOTUS review of , making him the latest member of Congress to violate a federal insider trading and transparency revealing that he had bought or sold shares in companies including defense and immigration contractor Palantir, pharmaceutical giant Pfizer and several tech companies, such as Alphabet, Amazon, Apple, Meta, Microsoft, Nvidia and Oracle.<\/p>\n<p>Rulli is a member of the House Energy and Commerce Committee, which has jurisdiction over telecommunications, consumer protection, drug safety, energy policy, and interstate and foreign commerce.<\/p><p>Together, Rulli\u2019s tardy trades are worth between $22,022 and $330,000 \u2014 lawmakers are only required to disclose their trades in broad ranges \u2014 and the oldest are from late 2024, congressional financial records trades no later than 45 days after making them.<\/p><p>Rulli\u2019s congressional office acknowledged NOTUS\u2019 request for comment Monday but did not otherwise respond to questions, including whether he paid a fine for his late disclosures. The Stop Insider Trading Act <span><u>passed the House<\/u><\/span> in July and <span><u>awaits consideration<\/u><\/span> in the Senate. Rulli <span><u>voted in favor<\/u><\/span> of the bill.Dozens of federal lawmakers have failed to comply with the existing STOCK Act, which Congress passed in 2012 to govern its own members\u2019 behavior regarding the intersection of their personal finances and duties to the public.<\/p>\n<p>Just this week, Sen. Ron Wyden (D-Oregon), who supports a ban on members of Congress trading stock, violated the STOCK Act\u2019s disclosure rules by failing to properly disclose a six-figure stock share exchange from 2025 and made by his wife.<\/p><p>Wyden spokesperson Hank Stern told Politico, which first <span><u>reported<\/u><\/span> the violation, that the transaction \u201cwas discovered when filing the annual report and not subject to penalty from the ethics committee\u201d and that \u201cthe senator\u2019s wife is an independent small businesswoman whose finances are separate from her husband.\u201d Wyden\u2019s Senate office acknowledged NOTUS\u2019 request for comment Monday but did not otherwise respond to phone and email messages.<\/p><p>Other senators who\u2019ve violated the STOCK Act during the past year include Sens. <span><u>Alan Armstrong<\/u><\/span> (R-Oklahoma), <span><u>Katie Britt<\/u><\/span> (R-Alabama), <span><u>Susan Collins<\/u><\/span> (R-Maine), <span><u>John Hickenlooper<\/u><\/span> (D-Colorado), <span><u>Mike Rounds<\/u><\/span> (R-South Dakota) and <span><u>John Fetterman<\/u><\/span> (D-Pennsylvania).<\/p><p>In the House, STOCK Act violators include Reps. <span><u>Julie Johnson<\/u><\/span> (D-Texas), <span><u>Linda S\u00e1nchez<\/u><\/span> (D-California), <span><u>Julia Letlow<\/u><\/span> (R-Louisiana), <span><u>Jim Jordan<\/u><\/span> (R-Ohio), <span><u>Lisa McClain<\/u><\/span> (R-Michigan), <span><u>Pat Ryan<\/u><\/span> (D-New York), <span><u>Sheri Biggs<\/u><\/span> (R-South Carolina), <span><u>Donald Norcross<\/u><\/span> (D-New Jersey), <span><u>Tim Walberg<\/u><\/span> (R-Michigan), <span><u>Rich McCormick<\/u><\/span> (R-Georgia), <span><u>Ritchie Torres<\/u><\/span> (D-New York), <span><u>Troy Nehls<\/u><\/span> (R-Texas), <span><u>Dan Meuser<\/u><\/span> (R-Pennsylvania), <span><u>Jonathan Jackson<\/u><\/span> (D-Illinois), <span><u>George Whitesides<\/u><\/span> (D-California), <span><u>Val Hoyle<\/u><\/span> (D-Oregon), <span><u>Austin Scott<\/u><\/span> (R-Georgia), <span><u>Shri Thanedar<\/u><\/span> (D-Michigan), <span><u>Debbie Wasserman Schultz<\/u><\/span> (D-Florida), <span><u>Pramila Jayapal<\/u><\/span> (D-Washington), <span><u>Kelly Morrison<\/u><\/span> (D-Minnesota), <span><u>Christian Menefee<\/u><\/span> (D-Texas), <span><u>Daniel Webster<\/u><\/span> (R-Florida), <span><u>Ed Case<\/u><\/span> (D-Hawaii), <span><u>Dan Crenshaw<\/u><\/span> (R-Texas), <span><u>Laurel Lee<\/u><\/span> (R-Florida) and <span><u>Scott Franklin<\/u><\/span> (R-Florida).
