A donor and organizer for Pennsylvania Republican gubernatorial nominee Stacy Garrity has faced accusations of sexual assault and harassment throughout his time in Pennsylvania politics.<\/p>\n

Citizens Alliance of Pennsylvania, a right-leaning grassroots group founded and run by Cliff Maloney, has contributed<\/u><\/span> $16,000<\/u><\/span> to<\/u><\/span> Garrity since 2020. <\/p>\n

Maloney, who has denied all sexual misconduct allegations, has also pledged his organization will knock on 750,000 doors for the Republican nominee. Maloney\u2019s PAC contributed to the Garrity campaign just after<\/u><\/span> he attended a fundraiser<\/u><\/span> at Mar-a-Lago in March, Pennsylvania campaign records show. <\/p>\n

Garrity, in turn, has appeared in Citizens Alliance of Pennsylvania social media videos, on their podcast and at the organization\u2019s events throughout her political career and now as she attempts to defeat incumbent Democratic Pennsylvania Gov. Josh Shapiro, a potential 2028 presidential candidate.<\/p>\n

Garrity also highlighted Citizens Alliance of Pennsylvania\u2019s work on her campaign\u2019s behalf, doing so in a social media video she made in March<\/u><\/span> with Maloney\u2019s group. She said the group \u201cgetting out there and knocking on doors is going to be incredibly important to declaring victory.\u201dMaloney, Citizens Alliance of Pennsylvania and the Garrity campaign did not respond to NOTUS\u2019 multiple requests for comment.<\/p>\n

Maloney has long faced questions about his personal conduct.<\/p>\n

In 2022, he was arrested and charged<\/u><\/span> for allegedly drugging and raping a woman in 2013 while a student at the University of Pittsburgh. According to the criminal complaint<\/u><\/span>, the victim alleged Maloney gave her a drink after the pair left a fraternity party together and she lost consciousness before waking up in his bed.<\/p>\n

Maloney has repeatedly denied those claims, and in 2023, a jury found<\/u><\/span> Maloney not guilty of four of six charges he faced and could not reach a verdict on two others \u2014 a judge later dismissed the two remaining charges.<\/p>\n

Maloney nevertheless because he was \u201ccriminally charged in relation to allegations that he engaged in sexual activity with an adult female without her consent,\u201d according to a report from the Pennsylvania Professional Standards and Practices Commission.<\/p>\n

In 2021, Young Americans for Liberty, a conservative activist organization that operates primarily at high schools and on college campuses, removed Maloney as its president.<\/p>\n

The move came after<\/u><\/span> women<\/u><\/span> within<\/u><\/span> the organization accused Maloney of covering up incidents of alleged sexual misconduct.<\/p>\n

Former Young Americans for Liberty staffer Addyson Rae Garner began the series of accusatory posts<\/u><\/span> in January 2021 under the tag #YALtoo.<\/p>\n

\u201cCliff Maloney Jr. fancies himself the godfather of the liberty movement, but instead of sending people to kneecap the goons who assaulted your daughter, he\u2019ll promote the goons \u2014 and even help them run for office,\u201d Garner alleged in the post.<\/p>\n

Another staffer, Taylor Hall, later alleged on Twitter<\/u><\/span> that Maloney had asked her to bring him food in his hotel room at a conference hosted by the organization, where Maloney asked her to get in bed with him. Hall said that she denied Maloney\u2019s sexual advances and Maloney threatened her position at the organization.<\/p>\n

\u201cHe lectured me about loyalty to him, and that people who aren\u2019t loyal to him \u2018don\u2019t stick around long\u2019 in the organization before asking me to come get in bed with him,\u201d Hall wrote. \u201cI actually gave him a chance, in tears, to take back what he said and apologize. He used that opportunity to make sexually demeaning comments about me instead.\u201d<\/p>\n

The Young Americans for Liberty board announced Maloney\u2019s termination Maloney was \u201closing the confidence of the board.\u201d The organization also said it would continue its \u201cindependent investigation into all allegations.\u201d It\u2019s unclear what the results were.<\/p>\n

At the time, Maloney said<\/u><\/span> the \u201callegations against me are \u201c100% false.\u201d<\/p>\n

Maloney\u2019s support for Garrity\u2019s gubernatorial campaign comes at a time when the Republican nominee has struggled to keep financial pace with Shapiro \u2014 Garrity raised only $2.5 million<\/u><\/span> ahead of the May primary, Pennsylvania filings show. Shapiro had raised $37 million by comparison, according to state records.<\/p>\n

Stephen Medvic, a government professor at Franklin & Marshall College, said that Maloney\u2019s early ground support for Garrity is particularly notable because the Garrity campaign doesn\u2019t yet have a significant on-the-ground door knocking operation.<\/p>\n

\u201cThe ground game, it hasn\u2019t really ramped up yet,\u201d Medvic said. \u201cI think that\u2019s that\u2019s in part because she didn\u2019t have any opposition for the nomination, so in some ways, you know, she didn\u2019t have to build out a full campaign organization.\u201d<\/p>\n

Meanwhile, Garrity\u2019s fundraising has been \u201cextremely anemic, because the incumbent governor is so popular that it seems unlikely that any Republican, that any nominee, could beat him,\u201d Robin Kolodny, a political science professor at Temple University, told NOTUS, adding that it\u2019s unclear if Garrity even has a door-knocking operation outside of Citizens Alliance of Pennsylvania.<\/p>\n
